Dr. Valery Rukhledev (Russian Federation) has been elected as the member of the Committee on the Rights of Persons with Disabilities of the United Nations

In accordance with the Article 34, paragraph 7 of the Convention on the Rights of Persons with Disabilities, Ninth Session of the Conference of the States Parties to the Convention on the Rights of Persons with Disabilities took place on the 14th of June 2016 in New York. The election of the nine (9) members to the Committee on the Rights of Persons with Disabilities was held within the Session. Dr. Valery Rukhledev gained 89 out of 119 votes ìforî his membership.

The Committee on the Rights of Persons with Disabilities is composed of eighteen (18) independent experts - persons of high moral character and recognized competence in the field of human rights.

Himself deaf, Dr. V. RUKHLEDEV, President of the Russian public organisation for the people with disabilities "All-Russian Society of the Deaf" (ARSD), said his organization works closely with governments, including the Ministry of Labor of the Russian Federation, which ensures that the needs and rights of disabled people in general are addressed in real world. To realize the rights of the deaf in the Russian Federation, he said, more than thirty federal laws were changed. One such ongoing project is devoted to systematic television programs subtitling. The lack of information is the main obstacle which people with disabilities face, he has said. Often they know nothing of governmental and technological advanced programs to facilitate their life. He also reported about new law that requires that Russian police have mastered the basics of sign language.

Dr. V. Rukhledev is also the member of the Russian Federation Presidential Counsel on the Persons with Disabilities, the President of the International Committee of the Sports for the Deaf and the member of the ìSport and Active Societyî Commission of the International Olympic Committee.
