DIBF protested as the minutes were not properly listed as he claimed the paragraph was omitted from the minutes. He claimed his proposal for three items were approved but he saw only one item was approved. The missing items are as follows:
- Constitution 3.3.1: Removal of “the technical aspect of”.
- Constitution 7.5: Equal rights to propose and vote as a Full Member.
- Constitution 5.4.9: Shared responsibility with Regional Deaf Sports Confederations in the running of the qualifying rounds / matches to the World Deaf Championships and the Deaflympics.DIBF's proposal:

ICSD Report for the period of 2017- 2022
- Dmitry REBROV, ICSD CEO presented a report for the period of July 2017 - November 2021, and also stated that the lawsuits filed since November 2021 have been concluded under the Swiss Judicial Authority and that the ICSD has proved its compliance with the Constitution and other relevant documents.
- Daniel FELLI gave an update on the progress of the 2021 financial report preparation. The 2021 audited financial statement is still progress and is not ready to present. The 2021 audited financial statement will be released for next Congress. The communication with the IOC regards the previous audited financial statements is going well and that there is a good outlook to move forward with future financial planning with the new Executive Board.
- Vice President - World Sports presented a report for the period of November 2021 - September 2022, and he stressed that the EB members had fulfilled their assigned roles within the scope of the EB's authority as approved by the Extraordinary Congress in November 2021.

President reported that the Chair of the Athlete Commission, Katrin NEUDOLT is a new member of the Executive Board.
DIBF asked whether the Executive Board was acting on the lack of payment to referees in the basketball competitions at the Deaflympics in Caxias do Sul.
CEO responded that he is discussing financial issues with the Organising Committee.
BRA highlighted that Brazil Deaf Sports Federation has been not part of the Organising Committee.
BEL asked that the GAISF evaluation report be shared with members in the viewpoint of transparency.
CEO stated that the request was acceptable.
DEN requested that the Executive Board discuss carefully which information to share with members, as transparency is important.

The Investigation Task Force (TF) report was given by Hiroshi TAMON.
The ongoing disputes over the validity of the ICSD's Congress did not allow the investigation to proceed simultaneously. To this end, the TF will prepare draft recommendations and distribute them to the members; TF will set up a 30-day comment period after which a final draft will be prepared and published after approval by the Executive Board. In order to carry out this work, TF would appreciate approval for an extension of TF's term. Note that one of the members, KUSIAK Mark, will resign if he is elected to the Executive Board.
WDGF asked if TF will send the draft version with International Sign video clip.
TAMON accepted the request.
NED asked about the duration of the TF extension.
TAMON replied that the extension period depends on the status of the dispute.

Executive Board's Proposal No 1
The EB proposes to modify Section 3.3 Associate Members as follows:
3.3.1 An Associate Member shall consist of an International Deaf Sports Federation (IDSF) responsible for the technical aspect of one (1) sport, acting in pursuance with the objectives and the relevant principles of Olympism and shall be recognized as an international sports body with aims, objectives and purposes consistent with the ICSD Constitution.

Executive Board's Proposal No 2
The Executive Board proposes to amend Article 8.7 as follows:8.7 Subject to the Presidents of the four Regional Deaf Sports Confederations and the Chairperson of the Athletes Commission, the Executive Board members shall normally be elected for a four (4) year term by the Congress to be held prior the Summer Deaflympics. If elected at another moment, the Executive Board member's term shall be for the remainder of the four (4) year period until the next Congress prior to the Summer Deaflympics Congress held in the same year as the Summer Deaflympics.
NED: what happens if the Deaflympics take place at the end of the year?
CEO: It will be rare but otherwise the Congress can take place before the Games.
DEN: What if the President-elect before the Deaflympics?
President: Exceptionally rare case immediately before the Games.
ICCD: After the Games is better.

2.6.1. The ICSD properties are:

- The Deaflympics flame and torches
The International Committee of Sports for the Deaf (ICSD) owns all rights on the ICSD properties.
2.6.2. The ICSD symbol, flag, motto, anthem, identifications (including but not limited to “Deaflympics” and “World Deaf Championships”), emblems, flame and torches and any other musical works, audio- visual works or other creative works or artefacts commissioned in connection with the Deaflympics and World Deaf Championships by the ICSD, the NDSFs and/or the OCs, may, for convenience, be collectively or individually referred to as “ICSD properties”. All rights to the ICSD properties, as well as all rights to the use thereof, belong exclusively to the ICSD, including but not limited to the use for any profit-making, commercial or advertising purposes. The ICSD may license all or part of its rights on terms and conditions set forth by the ICSD Executive Board.

Action: In response to the proposal 13.5 - 13.9 above, another proposal was made by the EB: as gender balance is an important theme for the ICSD, an ad-hoc commission will be set up to draft a revised Constitution and a concrete plan, and this commission will make a proposal before the next Congress.

Executive Board's Motion
ICSD Executive Board proposes to recognize Chess as summer sport and start in the 2029 Summer Deaflympics Program. Last Chess competition will be held in the 2027 Winter Deaflympics.
DEN: What about futsal? Moving to Summer Games too, since IOC Charter defines Winter Sports as those sports which are practised on snow or ice.
CEO: Futsal has never been conducted at the Deaflympics yet. So Executive Board withdrew its motion on futsal. There is room for consideration once it has been conducted.
HUN: The IOC has not adopted chess as an Olympic sport; the ICSD could follow the IOC's lead and remove it from the Deaflympics and make it a continuation of the World Championships by the ICCD.
CEO: ICSD Congress in 2017 had approved Chess as a Deaflympic sport.
GBR: Should ICSD follow the IOC Charter? How does the ICSD view the increasing number of Summer Deaflympics sports and the decreasing number of Winter Deaflympics sports? Financial aspects should be taken into account.
CRO: ICSD signed MOU with IOC and the MOU says IOC respects ICSD's sole decision. The Winter Games must keep high numbers of participants to encourage more bids for the Winter Games
CEO: The ICSD should not be given special treatment and allowed to decide on everything. It should explore all possibilities for winter sports, including new ones, in line with the IOC Charter.

Executive Board's motion
ICSD Executive Board proposed to return sport Water Polo and add into the 2029 Summer Deaflympics Program. Last Water Polo competition was at the 2009 Summer Deaflympics in Chinese Taipei.
DIBF: ICSD should follow procedures when adding new sports to the Deaflympics sports. Proven records of hosting World Championships and demonstrations at the Deaflympics.
GER: We had tried to host International Deaf Water Polo games a few years ago but very few countries showed interests.
ESP: We should delete some sports if we add new sports to Deaflympics sports.
JPN: It should be noted that the addition of new sports to the Deaflympics imposes a financial burden on the host country. The EB should be asked to conduct a study on this point.
HUN: The premise of the discussion is that the number of people playing water polo will increase.
WDGF: World Championships must be hosted at least twice before we open discussion.

IND and BRN asked to add new other proposals to agenda.
The Constitution requires approval by two-thirds (2/3) majority in order to add a new agenda item to the agenda approved at the beginning of the Congress. As the attendees needed to know what the new agenda item was, this vote was postponed to the afternoon of the same day on the authority of the President.

Final Report from 2019 Winter Deaflympics Organizing Committee

Selection of the venue for 2023 Winter Deaflympics
AUT explained the current situation in which Innsbruck is being negotiated with the relevant authorities as a hosting city. However, it has not received any support letters etc. Therefore, the Congress needs to transfer its authority to the Executive Board to decide on the venue, including Plan B in the event that it becomes difficult to hold Winter Deaflympics in Austria in 2023 or 2024.
BRA: The World Deaf Youth Games will be held in Brazil in January 2024 and the dates should not overlap.
Lanesman: We will try to solve later.

JPN showed three letters of support from the Japanese Government, the JOC and the Governor of Tokyo for the proposal to host the 2025 Summer Deaflympics in Tokyo.
Several countries asked questions about the timing and logistics of the 2025 Summer Deaflympics, which were answered by Japan.

Closing address
- ICSD President, Gustavo PERAZZOLO thanked everyone for a very productive Congress and wish the attendants to return safe trip and their support for the new EB in the future.
- President of Austrian Deaf Sports Federation, DUSCHET Günther mentioned welcoming the attendants to a dinner hosted by his federation.
- A new ICSD President, KOSA Adam expressed his sincere thanks to DUSCHET for organizing the Congress and to PERAZZOLO for running the agenda after the hard period of 10 months. Then he looks forward to ICSD's next 3 years with fruitful collaboration and asked all the attendants to be patient and support us for the rebuilding further.
