Technical Regulations - Table Tennis

1. EVENTS
This competition will be conducted during the World Deaf Table Tennis Championships from 08 Jul 2023 to 20 Jul 2023 and will consist of the following 7 events (3 for men, 3 for women and 1 for mixed):

2. PARTICIPANTS

2.1 Invitation to Participate
ICSD and the Organising Committee will invite all National Deaf Sports Federation (NDSF) members in good standing to participate in the competition.

2.2 Eligibility

2.2.1 Hearing Loss
Participation in the competition is restricted to athletes who are deaf and/or hard of hearing. Refer to the ICSD Audiogram Regulations for additional details on measurement of hearing loss.

2.2.2 Age
Athletes must meet the minimum age requirement for each event listed below:

2.2.2.1 Minor
Any participants who is a minors (age of 18 and under) is required to submit the Underage Athlete Form with parents’ and/or guardians’ signature to ICSD in order to participate in the competition.

2.2.3 Compliance
Only athletes who comply with the Deaf World Championships Regulations are allowed to participate in the competition.

2.5 Number of Athletes per Discipline
A maximum number of athlete(s) per NDSF is allocated to each Table Tennis discipline listed below:

2.8 Competition Entry Standards

2.9 Competition Entry Rules
Only an authorised representative of each NDSF is allowed to submit competition entries.

2.10 Non-Starting Athletes
A fine of USD$100.00 will be levied on each non-starting athlete unless he/she submits a doctor's declaration in writing English that he/she should not be allowed to start.

4. COMPETITION RULES AND REGULATIONS

4.1 Technical Organisation
ICSD is be responsible for the technical organisation of the competition in conjunction with the ().

4.2 Committees

4.2.1 Technical Committee
The Technical Committee is comprised of the ICSD Table Tennis Director and other members nominated by the Organising Committee and approved by ICSD:

4.2.2 Protest Committee
The Protest Committee is comprised of the ICSD Table Tennis Director and other members nominated by the Organising Committee and approved by ICSD:

4.3 Competition Rules
The competitions will be conducted in accordance with the Rules and Regulations of the (version: 01.01.2023). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follow:

4.3.1 Cases of a general nature will be resolved in accordance with the Deaflympics Regulations, General Technical Rules - and this Table Tennis Technical Regulations.

4.3.2 Cases of a technical nature related to competition rules will be resolved in accordance with the Rules and Regulations.

4.4 Competition Equipment

All equipment used during competition must comply with the Rules and Regulations.

4.5 Competition Clothing

4.5.1 Participants must wear competitive uniforms representing their nationality, duly registered and published in accordance with the Rules and Regulations.

4.5.2 Participants must observe the Deaf World Championships Regulations regarding advertisements on their uniforms and clothing worn in the competition area.

4.6 Draw
The draw for all events will be conducted under control of the Technical Committee and in accordance with the Rules and Regulations.

4.7 Competition Plan
The competition plan will be conducted in accordance with the Rules and Regulations.

4.8 Officials

4.8.1 Judge/Referee/Umpire
Allocation of the officials to conduct the events will be made by the Technical Committee. Wherever possible, officials will possess the international license valid for 2023. However, officials with the highest level of national accreditation may be assigned.

4.8.2 Appointment
The Organising Committee, the Table Tennis Director and an ICSD-designated Respresentative shall appoint a representative and an appropriate number of officials to conduct each event.

4.9 Unforeseen Incidents
In the event of unforeseen incidents not covered by the rules and regulations, the Technical Committee will make a determination. In the absence of the Technical Committee, the ICSD Table Tennis Director will make a determination.

6.3.1 Date and Location

6.3.2 Attendance
Each participating NDSF may be represented by a maximum of two officials, of whom at least one must be deaf. The NDSF may also bring an interpreter if necessary.

7. CONTROL AND SANCTIONS

7.1 Hearing Devices
The use of any hearing aid(s)/amplification or cochlear implant is not allowed in the restricted zone area.

7.1.1 Restricted Zone Area
The restricted zone area is in effect at the moment the athlete enters the competition area during the warm-up and competition periods.

7.1.2 Violation and Penalty
When this rule is violated, refer to ICSD Audiogram Regulations 8: Violations and Penalties.

8. PROTESTS

8.1 Procedures for launching a protest
All sport related protests will be resolved in accordance with the Rules and Regulations and will be adjudicated by the Protest Committee.

8.1.1 Any protest must be written in English on the Official Protest Form. The form and a deposit USD$100.00 must be given to the ICSD Table Tennis Director within 30 minutes after the official public posting of results.

8.1.2 The ICSD Table Tennis Director will decide whether the protest is sport-related or eligibility-related. The Protest Committee will review all sport-related protests, and the ICSD Representative will review all eligibility-related protests.

8.1.3 The deposit of USD$100.00 will be returned to the applicant only if the protest is considered valid.

8.2 Procedure for reviewing a protest
The Protest Committee will meet in the competition venue or a designated office at a time decided upon by the ICSD Table Tennis Director.

8.2.1 The ICSD Table Tennis Director will chair of the Protest Committee.

8.2.2 The Sport Liaison Officer (SLO) will be responsible for booking a meeting room and interpreters.

8.2.3 The SLO will contact and inform all members of the Protest Committee of the meeting time and location.

8.2.4 The ICSD Table Tennis Director will be responsible for liaising with the State Sports Association's Competition Manager.

8.2.5 After adjudication, the ICSD Table Tennis Director will forward the original Official Protest Form (along with the protest fee if the protest was denied) to the ICSD Secretariat. The SLO will forward a copy of the form to the Deaf World Championships Headquarters.

9. ADDENDUM

9.1 Events
The table tennis competitions will comprise the following events:

9.2 PARTICIPANTS

9.2.1 Age Eligibility
Adult for World Deaf Championships
There is no age limit for participation in the competitions. The National Deaf Sports Federation shall obtain parental authorisation for all athletes aged 16 and under.

If a discipline is reported to be less than 5 participants and less than 3 countries from two continents will merge with the other group.

9.2.2 Number of Players
Each National Federation can nominate a maximum of four (4) men and four (4) women for all disciplines; a team for the team disciplines, four players for single, two pairs of men and women double and four pairs for mixed.

9.2.3 Reserve or Substitutes
In case of sickness one spare or substitute is allowed for individual, if the sick player submits a medical certificate up to 7 days before the competition. The compilation of a duplicate may only be changed when an association is less than four (4) men and four (4) women and one of the players, which was originally reported on a double, is prevented due to a medical certificate. However, nothing can be changed, if the draw has taken place.

9.3 competition jersey

9.3.1 All competitors and officials must have the name and logo of the National Association on the jersey and workout clothes.

9.3.2 All participants must carry their start number on the back of the jerseys.

9.4 Draw
The Draw for all events will be held according to the ITTF rules and the Table Tennis regulations. The technical committee will set an adequate number of players and pairs for each discipline at the technical meeting. In the event of disagreement, the Technical Director of ICSD decides solely about the schedule. The participants of all countries will be drawn as follows:

• The first and second set of lots by the opposite sides of the draw
• The third and fourth set of lots in the quarter, in which the first and second were not drawn.

9.5 Competition rules

9.5.1 Team disciplines

9.5.1.1 Preliminary Round
The registered teams are divided into groups (one, two, four or eight groups) divided each from 3 to 6 teams. During the preliminary round, each team plays against all other teams in a group.

9.5.1.2 Final Round
According to the classification in the preliminary round the teams will play the final round in following form:

9.5.1.3 One group
If there are less than 7 teams the system everybody vs. everybody will be played in one group.

9.5.1.4 Two groups

9.5.1.4.1 Semifinals
The semifinals will be played A1 vs B2 and B1 vs A2.
The winning teams of the semifinals play in the final match for the first and second place, while the two losing teams will get the third place both.

9.5.1.4.2 Classification
The third-placed teams from each group (A3 vs B3) will play for the fifth and for the sixth place.
The fourth-placed teams from each group (A4 vs B4) will play for seventh place and for the eighth place.
The fifth-placed teams from each group (A5 vs B5) will play for the ninth place and for the tenth place.

9.5.1.5 Three groups

9.5.1.5.1 Semifinals
The first and second placed teams from each group will play in the in following order:
A. A1 vs C1
B. B1 vs best of A2 or B2 or C2
The winning teams of the semifinals play in the final match for the first and second place, while the two losing teams will get the third place both.

9.5.1.5.2 Classification
The second and third places teams from each group A, B and C as stated in 9.5.1.5.1 will play for the fifth to ninth places in the knockout stage. Note: the teams from groups A, B and C played against each other in the preliminary round. Not allowed to score again in the knockout.

9.5.1.6 Four groups

9.5.1.6.1 Quarterfinals
The first- and second-placed teams from each group will play in the in following order:

A. A1 vs C2
B. B1 vs D2
C. C1 vs A2
D. D1 vs B2

The winning teams of the quarterfinals will play in the semifinals for the first four places, while the losing teams will play for the fifth to eighth place.

9.5.1.6.2 Semifinals
Winner of quarterfinal "A" vs. Winner of quarterfinal "D"
Winner of quarterfinal "B" vs. Winner of quarterfinal "C"

9.5.1.6.3 Placement
5th – 8th place:
1. Loser of quarterfinal "A" vs. Loser of quarterfinal "D"
2. Loser of quarterfinal "B" vs. Loser of quarterfinal "4C

5th – 6th place:
Winner “1” vs Winner “2”

7th – 8th place:
Loser “1” vs Loser “2”

9.5.1.6.4 Finals
The winning teams of the semifinals play for the first and second place, while the two losing teams will get the third place both.

9.5.1.6.5 Classification
The third, fourth and fifth placed teams of each group will play in a knock-out system for the ninth and the following places, whereas the winner will be ranked to the ninth place and the losers to the following places. The classification of the teams follows the ITTF rules for group competitions (Rule 3.7.5.).

9.5.1.7 Eight groups

9.5.1.7.1 Second round
The winners of the eight groups play against the second-placed teams of each group in following order:
A. A1 vs E2
B. B1 vs F2
C. C1 vs G2
D. D1 vs H2
E. E1 vs A2
F. F1 vs B2
G. G1 vs C2
H. H1 vs D2

The winners of the second round will be qualified for the Quarterfinals. The losing teams play for the fifth to eighth place.

9.5.1.7.2 Quarterfinals / Fifth - eighth place
The winners of the quarterfinals will play in the semifinals and the losing teams play for the fifth to eighth place.

4. G vs H

9.5.1.7.3 Semifinals
Winner of quarterfinal "1" vs. Winner of quarterfinal "2"

9.5.1.7.4 Placement
5th – 8th place:
3. Loser of quarterfinal "1" vs. Loser of quarterfinal "2"
4. Loser of quarterfinal "3" vs. Loser of quarterfinal "4"

5th – 6th place:
Winner “1” vs Winner “2”
7th – 8th place:
Loser “1” vs Loser “2”

9.5.1.7.5 Finals
The winning teams of the semifinals play for the first and second place, while the two losing teams will get the third place both.

9.5.1.7.6 Classification
The third, fourth and fifth placed teams of each group will play in a knock-out system for the ninth and the following places, whereas the winner will be ranked to the ninth place and the losers to the following places. The classification of the teams follows the ITTF rules for group competitions (Rule 3.7.5.).

9.5.2 System

9.5.2.1 New Swaythling Cup system, 5 singles
The team competitions will be conducted according to the format which is valid for the world deaf championships, in which every team consists of 3 players. The order of the matches will be as it follows:

A vs X
B vs Y
C vs Z
A vs Y
B vs X

Teams with 3 players are also permitted for the competitions.

9.5.2.2 Draw for Team
The draw for A, B, C or X, Y, Z will be conducted before start of a team match and the Team captains must specify the names of their team members to the referees, where each player will get a letter.

9.5.2.3 matchwinner
A team match ends when a team has won the majority of the possible single matches.
All matches will be played with 3 winning sets. All matters which are not included above will be according to the ITTF rules relating to the Team competitions for world championships.

9.5.3 Single, Double and Mixed

9.5.3.1 Singles
There may not be more than 128 submissions in the first round. The qualification round will be played in groups of 5 to 6 players each. All matches of the groups will be played with three winning sets (Best of five).
The first and second placed player in each group is qualified for to the next knockout round. All matches of the knockout round will be played with four winning sets (Best of seven).
Both single players who have lost their semifinals get the third place.

9.5.3.2 Doubles
There must be no more than 64 submissions in the first round. Double partners from the same country must be drawn separately. All doubles will be played in a knockout with four winning sets (Best of seven).
Both Double partners who have lost their semifinals get the third place.

9.5.3.3 Mixed Doubles
There must not be more than 128 submissions in the first round. Mixed Double partners from the same country must be drawn separately. All Mixed Doubles will be played in a knockout mode with four 4 winning sets (Best of seven).
Both Mixed Double partners who have lost their semifinals get the third place.

9.5.3.4 Draw
The first two winners of the groups in all events play in a knockout mode, in with players from the same group and the same country will be drawn/seed separately.

9.6.4 Table tennis World Rankings

9.6.4.1 seeding
The seeding of the teams and all events are defined according to the ICSD Table Tennis World Rankings and announced by the Technical Director 7 days before the start of the competitions in the official website of the World Deaf Table Tennis Championships 2023 and confirmed by the technical committee.

9.6.4.2 no participation
If the team or player of either gender for final registration has not competed in the World Deaf Championships. After the end of the event, non-participation is automatically on point 0 in the table tennis world rankings.

9.6.4.3 Draw
With the seeding list after the announcement, all events are seeded by point evaluation. If some teams or some players with the same points will be drawn separately. However, it should be noted with 9.5.3.4.

9.7 COMPETITION INFORMATION

9.7.1 Balls
The Balls will be Donic P 40+, white in color, used 3 star

9.7.2 Tables
9 Table tennis will be Donic Waldner Classic 25 and blue in color.

9.7.3 Nets
9 The net will be Donic Clip Pro and black in color.

9.8 Venues

9.8.1 Tables
There are up to 9 (nine) TT tables required for competitions and 6 tables for training.

9.8.2 Flooring
The Competition flooring is Geoflor Recreation 60, red in color

9.8.3 Lighting
The light intensity is up 1000 Lux.

9.8.4 The walls of the Sport hall
The walls may not be white but have gray and blue in color
