Technical Regulations - Futsal

1. EVENTS
This competition will be conducted during the World Deaf Futsal Championships from 10 Nov 2023 to 19 Nov 2023 and will consist of the following 2 events (1 for men, 1 for women and 0 for mixed):

2. PARTICIPANTS

2.1 Invitation to Participate
ICSD and the Organising Committee will invite all National Deaf Sports Federation (NDSF) members in good standing to participate in the competition.

2.2 Eligibility

2.2.1 Hearing Loss
Participation in the competition is restricted to athletes who are deaf and/or hard of hearing. Refer to the ICSD Audiogram Regulations for additional details on measurement of hearing loss.

2.2.2 Age
Athletes must meet the minimum age requirement for each event listed below:

2.2.3 Compliance
Only athletes who comply with the Deaf World Championships Regulations are allowed to participate in the competition.

2.3 Number of Teams
Each National Federation may enter one (1) men's team, one (1) women's team and/or one (1) mixed's team. Participation in the competition is limited to a maximum of 24 men's teams, 24 women's teams and 0 mixed's teams.

2.9 Competition Entry Rules
Only an authorised representative of each NDSF is allowed to submit competition entries.

2.10 Non-Starting Athletes
A fine of USD$100.00 will be levied on each non-starting athlete unless he/she submits a doctor's declaration in writing English that he/she should not be allowed to start.

4. COMPETITION RULES AND REGULATIONS

4.1 Technical Organisation
ICSD is be responsible for the technical organisation of the competition in conjunction with the Federation Internationale de Football Association (FIFA).

4.2 Committees

4.2.1 Technical Committee
The Technical Committee is comprised of the ICSD Futsal Director and other members nominated by the Organising Committee and approved by ICSD:

4.3 Competition Rules
The competitions will be conducted in accordance with the FIFA Rules and Regulations . In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follow:

4.3.1 Cases of a general nature will be resolved in accordance with the Deaf World Championships Regulations and this Futsal Technical Regulations.

4.3.2 Cases of a technical nature related to competition rules will be resolved in accordance with the FIFA Rules and Regulations.

4.4 Competition Equipment

All equipment used during competition must comply with the FIFA Rules and Regulations.

4.5 Competition Clothing

4.5.1 Participants must wear competitive uniforms representing their nationality, duly registered and published in accordance with the FIFA Rules and Regulations.

4.5.2 Participants must observe the Deaf World Championships Regulations regarding advertisements on their uniforms and clothing worn in the competition area.

4.6 Draw
The draw for all events will be conducted under control of the Technical Committee and in accordance with the FIFA Rules and Regulations.

4.7 Competition Plan
The competition plan will be conducted in accordance with the FIFA Rules and Regulations.

4.8 Officials

4.8.1 Judge/Referee/Umpire
Allocation of the officials to conduct the events will be made by the Technical Committee. Wherever possible, officials will possess the FIFA international license valid for 2023. However, officials with the highest level of national accreditation may be assigned.

4.8.2 Appointment
The Organising Committee, the Futsal Director and an ICSD-designated Representative shall appoint a FIFA representative and an appropriate number of officials to conduct each event.

4.9 Unforeseen Incidents
In the event of unforeseen incidents not covered by the rules and regulations, the Technical Committee will make a determination. In the absence of the Technical Committee, the ICSD Futsal Director will make a determination.

6.3 Technical Meeting

6.3.1 Date and Location

6.3.2 Attendance
Each participating NDSF may be represented by a maximum of two officials, of whom at least one must be deaf. The NDSF may also bring an interpreter if necessary.

7. CONTROL AND SANCTIONS

7.1 Hearing Devices
The use of any hearing aid(s)/amplification or cochlear implant is prohibited in the restricted zone area.

7.1.1 Restricted Zone
As per Audiogram Regulations, athletes participating in World Deaf Futsal Championships are strictly prohibited from using any hearing aids or cochlear implant aids during competitions. This rule applies specifically to the restricted zone, which is defined as follows:

7.1.1 Restricted Area

The restricted area encompasses the entire pitch, the technical areas (i.e. the benches and coaching areas), the substitution zones, and extends to the perimeter of the hall.

Red flags will be positioned to assist indicating where you are entering the restricted area.

7.1.1.2 Authority:

Only the match referees and futsal delegates listed in these regulations are authorised to inspect all athletes for the use of hearing devices. Other inspections, such as checking the athletes' uniforms, etc. are the sole responsibility of the match referees.

7.1.1.3 Inspection location:

Inspections, including pre-game inspections such as uniforms, jewelry, shinpads, etc., are conducted just prior to the field of play. For further references on pre-match inspection and substitutions, please consult the FIFA Rules and Regulations as stated under 4.3 Competition Rules in these regulations.

7.1.1.4 Violations:

Only the match referees, can issue a red card to an athlete found to be wearing a hearing device inside the restricted area. All violations must be documented using the Referees match report/ICSD Violation form.

7.1.2 Violation and Penalty
When this rule is violated, refer to ICSD Audiogram Regulations 8: Violations and Penalties.

7.1.3 Award Ceremony
Athletes may use any hearing device during the award ceremony. No penalty will be imposed for using such a device.

8. PROTESTS

8.1 Procedures for lodging a protest
All sport related protests will be resolved in accordance with the FIFA Rules and Regulations and will be adjudicated by the Protest Committee.

8.1.1 Any protest must be written in English on the Official Protest Form. The form and a deposit USD$100.00 must be given to the ICSD Futsal Director within 120 minutes after the official public posting of results.

8.1.2 The ICSD Futsal Director will decide whether the protest is sport-related or eligibility-related. The Protest Committee will review all sport-related protests, and the ICSD Representative will review all eligibility-related protests.

8.1.3 The deposit of USD$100.00 will be returned to the applicant only if the protest is considered valid.

8.2 Procedure for reviewing a protest
The Protest Committee will meet in the competition venue or a designated office at a time decided upon by the ICSD Futsal Director.

8.2.1 The ICSD Futsal Director will chair of the Protest Committee.

8.2.2 The Sport Liaison Officer (SLO) will be responsible for booking a meeting room and interpreters.

8.2.3 The SLO will contact and inform all members of the Protest Committee of the meeting time and location.

8.2.4 The ICSD Futsal Director will be responsible for liaising with the State Sports Association's Competition Manager.

8.2.5 After adjudication, the ICSD Futsal Director will forward the original Official Protest Form (along with the protest fee if the protest was denied) to the ICSD Secretariat. The SLO will forward a copy of the form to the Deaf World Championships Headquarters.

9. ADDENDUM

9.1 In order to qualify for participating in the Winter Deaflympics is based on the three qualifications - 1 world championship, 1 host and 10 regional championships:

9.1.1 World Deaf Futsal Championships (quadrennial) - November 2023

9.1.1.1 The current World Deaf Futsal Championship Title holder is automatically qualified to participate in the Deaflympics.

9.1.1.2 If the World Champion team is not able to participate in the Deaflympics, the invitation will be extended to the second (2nd) place national team.

9.1.2 Host of the Winter Deaflympics 2024.
Turkey is the host of the Deaflympics, and is automatically invited to participate in the competition.

9.2.1 ICSD 2023 – Rules of the Futsal Men draw
1 The draw ceremony will take place on Tuesday 8st August 2023 in Rome, Italy. The draw will start at 18:00 p.m. (CE).
2 The representatives in the draw will consist of members of the ICSD Executive Board and the Futsal director.
3 16 countries have qualified for this competition in Brazil. The Organising Committee’s team (as host) Brazil will be automatically placed in Pot 1, as A1.
4 The 16 qualifying teams were split into 4 pots.
There will be 4 teams in each pot. The distribution of teams has been done on the basis of the ICSD Countries coefficient (points calculated from the teams' results in the last four competition years).
5 Pot 1 will be made up of the Brazil, plus the 3 highest ranking teams (that have qualified) in the ICSD Countries coefficient, namely; Sweden, Switzerland and Japan for this competition.
6 The remaining countries are entered into the remaining pots using the ICSD Countries coefficient.
Pot 2; Argentina, Iran, Kuwait and Czech Republic.
Pot 3; Paraguay, Trinidad Tobago, England and Bulgaria.
Pot 4; Denmark, Ghana, Kenya and APDSC N.4
7 The 16 teams will be divided into 4 groups of 4 teams each for the group stage. One team per pot will be placed in each group.
8 Starting with pot 1, the teams are placed in the groups as A2, A3 and A4. Brazil is automatically placed in Group A as A1.
The pot 2 teams are placed in the groups as B1, B2, B3 and B4. The pot 3 teams in the groups as C1, C2, etc. The same applies for pot 4. (D1, D2, D3 and D4).
9 If a team withdraws before the draw, group D is the first group to be reduced to 3 teams.
Group C would be the next group to be reduced to 3 teams if another team withdraws.
If applicable, B and then A will be the first teams to be transferred to another group, but ICSD will decide on the transfer of teams between the groups if necessary. ICSD's decision on this matter is final.
10 After the draw, the Futsal Director will issue the official match schedule within a week. Any questions should be directed to the Futsal Director.

9.2.2 ICSD 2023 – Rules of the Futsal Women draw

9.3.1 Preliminary Round (Group Stages)
Men: The participating sixteen (16) teams will be drawn and divided into four groups of four (4) teams each. During the preliminary round, each team will play the other teams in its group.

Women: The participating eight (8) teams will be drawn and divided into two groups of four (2) teams each. During the preliminary round, each team will play the other teams in its group.

9.3.2 Quarterfinals, Semi-Finals and Classifications Men & Women:
Men:
• After the group stages the first and second placed team of each men group will progress to the quarter-finals: (A1 v B2) (B1 v A2) (C1 v D2) (D1 v C2).
• The men teams placed 3rd in the group stages will progress to the 9th-12th Play offs:
(A3 v B3) (C3 v D3).
• The men teams placed 4th in the group stages will progress to the 13th-16th Play
offs:

• The winners of each men quarterfinals will progress to the semi-finals:
(A1/B2 v C1/D2) (B1/A2 v D1/C2).
• The losing teams of each men quarter-finals will progress to 5th/8th play offs:
(A1/B2 v C1/D2) (B1/A2 v D1/C2).

Women:
• After the group stages the first and second placed team of each women group will progress tothe semifinals, (A1 v B2) (B1 v A2)
• The remaining women team placed 3rd in the group stages will progress to the 5th- 8th Play offs
with the 2 teams placed 4th in the group stages: (A3 v B4) (B3 v A4).
• The winners of each women semifinals (5/8) will progress to the finals: (Place 05/06)
• The losing teams of each women semifinals will progress to 7th/8th play offs.

9.3.3 Finals
Men: The winners of each men’s semi-finals will progress to the final.
Men: The losers of each men’s semi-finals will progress to the 3rd/4th placed final. each Women: The winners of each women semi-finals will progress to the final.
Women: The losers of each women’s semi-finals will progress to the 3rd/4th placed final.

9.3.4 Classification of Teams
The system of competition shall be similar to the league system, each team playing a match against each of the other teams in the same group, with three points for a win, one point for a draw and no point for each match lost.

9.3.4.1 Ranking in each group shall be determined as follows:
a) greatest number of points obtained in all group matches;

9.3.4.2 If two or more teams are equal on points, the following criteria will be used to determine thye ranking within the Group;
a) greatest number of points obtained in theGroup between the teams concerned. b) goal difference in the Group between the teams concerned.
c) higher number of goals scored in the Group between the teams concerned.
d) superior goal difference in all the group matches.
e) higher number of goals scored in all group matches.
f) Fair Play record; lower disciplinary points total based on yellow and red cards received in all group matches (red card = 3 points, yellow card = 1 point, explusion for 2
yellow cards in 1 match = 3 points).
g) drawing of lots by the World Deaf Futsal Championships Organising Committee.

9.3.4.3 If two teams which have the same number of points and the same number of goals scored and conceded play their last group match against each other and are still equal at the end of that match, their final rankings are determined by kicks from the penalty mark as per FIFA Futsal Laws of the Game, provided that no other team within the group has the same number of points on completion of all group matches. Should more than two teams have the same number of points, the criteria listed under Paragraph 4.7.4.2. above apply.

9.3.5 Each match shall last 40 minutes (two periods of 20 minutes), with an interval as laid down in the FIFA Futsal Laws of the Game. The match referee shall have the final say in how long each interval shall be.

9.3.6 If the result of a match in the quarterfinals, semi-finals or the finals (and any Play offs matches) ends in a draw, extra time of two periods of 5 minutes each will be played. If the score is level after extra time, penalty kicks will be taken to determine the winner in accordance with the procedure described in the FIFA Futsal Laws of the Game.

9.4 Final Team Roster
The Final Team Roster, listing or selecting up to 14 athletes and up to 7 officials, must be submitted to the Futsal Director no later than November 3, 2023.
